During COP14, FHI360 will continue to strengthen the effectiveness of the national health information system for HIV/AIDS by working closely with PEPFAR, Global Fund as well as non-PEPFAR partners under PNLS leadership (National HIV Control Program), to ensure synergies among interventions and sustainability trough skills transfer. FHI360 cost effective interventions will focus on 100 health zones (HZ) in Kinshasa, Katanga and Oriental Province, based on local resources. FHI360 will take into account interventions that have already started by KSHP & Tulane University.

Key interventions:

1) SI geographic expansion and Data Quality Audit (DQA): The Electronic Reporting System (ERS) at HZ level will be expanded in 65 new HZ: 21 of Oriental Province (PO) and 44 of Katanga; where gap analysis was conducted by Tulane (17HZ) & FHI360 (48HZ) during COP12 &13.

In addition, we will train 130HZ M&E focal points (FP); provide refresher training for 81HZ M&E FP on data collection, the use of data analysis at HZ level and the new ERS, named Monitoring and Evaluation Surveillance Integre (MESI).

In addition, we will coach 200HZ FP, provide technical & logistical assistance and conduct 400 quarterly supervision visits to assess the functionality of the ERS in 100HZ. We will conduct a DQA in 15HZ with the PNLS; and the provincial PNLS of Kinshasa will receive TA in the development of 3 abstracts on the process of the health Information strengthening.

2) Update equipment and tools: 100HZ will receive one NITC kit, new HIV indicators from MER and the national strategic plan will be integrated in HIV hard copy reporting tools and MESI.

3)TA to PNLS to develop a data quality improvement project, review the M&E plan and ensure full functionality of the M&E HIV health sector Task force.

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
